* merge upstream changes from https://github.com/actions/typescript-action * bump @actions/core to 1.2.6 * update eslint config for new stricter rules * disable 'i18n-text/no-en' as this proj is not internationalized * disable 'sort-imports' to simplify * disable 'no-shadow' and configure for ts, per: https://github.com/typescript-eslint/typescript-eslint/blob/master/packages/eslint-plugin/docs/rules/no-shadow.md#how-to-use
